E-Assessment

I want to provide some tests on my site. It's for a couple different certifications. My question is, what would you guys recommend I do first?

1)work out your data objects that you want to store the questions and answers within (and the people taking the test)
2)use them to create forms/templates/pages to capture the data
3)polish the backend with modeladmin
