Are you in dev mode or live mode? That made a big difference to me.

This was an issue in Live mode.
I believe i may have solved this issue for one of our sites. The server did not have a Default Charset set, A default charset of UTF8 has now been added for site which now appears to have resolved the issue.
(I'll post an update if this has not resolved the issue)
