Saving foreign Characters in the DB

Hello.
A user of a site a recently built entered an address with an รก in it (a with grave accent) and the database cut off all data from this character onwards. Is that right?
I am not a database expert and so wondered if someone could let me know if this should this work ok. The field is a Varchar(255) and the database is utf8_general_ci
Any help would be greatly received.
