This could be any number of things. Windows blocking the service. The port already being used. Who knows. You're going to have to search the internet for solutions.
Here are the first few results I found when searching myself:

Heya! thanks for your suggestions. it was skype using my port 80, so my apache could not use it. so I logged out of skype and hey presto, I am now finally in business!
if I ever want to log into skype again, I will log out of xampp.
now I want to install silverstripe cms fresh, locally, on xampp(I had installed it in my old wamp folder www.) of course I uninstalled wamp but it did not uninstall all the associated wamp folders including silverstripe. so I still have a copy there.
so in xampp where do i install to here? to\htdocs\? And what would happen, if I left silverstripe in wamp folder too? I had it all linked up with the website at http://www.rarotonga-island-accommodation.com/ and I assume I had better uninstall absolutely everything and start loading it online again or the database and php will be looking for the removed wamp folder on my localhost... what a muddle

thanks for all the help. now that I closed skype, everything is working, I reinstalled wamp and was able to follow the simple video tutorial.
now I can upload images. I will look for the tutorial now for changing the template theme.
thanks again and perhaps other people might benefit knowing that skype uses port 80
