Problem with How themes work in SS3 ?

Hi:
I have NewPage.php as a module & a default theme in the Module folder . I have Newpage/templates/NewPage.ss + Newpage/templates/Layout/NewPage.ss BUT if I copy NewPage.ss to the current theme folder then Newpage/templates/Layout/NewPage.ss does not get used & it fals back to the default page.ss !!Any idea why ? it looks as if the files can be from ONLy one of the following locations : mysite OR MyModule/temapltes OR MyTheme so if things are missing from MyThem it is NOT trying to find it in MyModule/temapltes !!!
Is is how i should work in SS3 or is it a bug ?
