no "upload file" button

Hi Guys,

When trying to add an image in the HTMLEditor I am unable to add new files because there is no "upload file" link?
The version I am using is 2.4

This site has been moved onto a new server and was working fine on the previous server.

Any Help on how I can get this to reappear???
