Translatable in SilverStripe 3

Guys,
Reading on the internet about how to do a multi-lingual website in SS I am confused. Is it still necessary to install the extension Translateable in version 3 or is it included now?
I know the languages have to be added manually to the site config, and a default has to be chosen before rebuilding the database.
Is there any recommended way for making a language changer and does SS by default use the user browser language?
As for the text in the template (header/footer), I already found this can be solved using a dirty trick (see http://www.silverstripe.org/template-questions/show/8620)

It's a module which you can download and include (lot's of sites don't need all the overhead of translatable). It should support 3.0.
