Anchor tags on other pages

Hi,
I'm using version 3.0.3 on a site and the dropdown for anchors on another page is not populated. Anchors on the same page are populated properly.
Anyone had this happen before?

Did that type of functionality ever exist? I don't think 2.X had that functionality either. Would be a nice feature though.

If I understand correctly from framework/javascript/HtmlEditorField.js, the dropdown is always added, but only populated for the current page.
So this might be more a usability design issue and not a technical problem.
