partial caching files get immediately deleted

I have a problem with partial caching. It works well on our local dev server.
But on the live server, the files are created in /silverstripe-cache/cache but i think they are regenerated with the next page request.
I dont know where to start debugging.There musst be a funktion in SS that checks which cached files are outdated and deletes them.
So that would be a starting point checking this function.Or maybe someone else has noticed the same problem.
(It looks as if a ?flush=1 is done with each new request)
