TinyMCE Shown, but not Usable

I know, the topic is slightly vague. But let me clarify.
I recently upgraded to the latest and greatest SS, v2.2.3, but now, in the Admin side, the TinyMCE controls show up, but no amount of clicking on any of the controls will produce anything. No dialogue, no Bold, no raw HTML code....
Is there something I'm missing? Or should I try to re-upload SS again, and hope for the best?

Ya I'd probably double check to make sure all the JS got uploaded properly, cause it does work obviously.

Where are you trying to use the TinyMCE controls? some modules (blog) disable tinymce actions as they use bbcode rather then tinymce.
