When upload some animated graphics, coded in Graphics Interchange Format and include it to the static page in SilverStripe CMS v2.3.0, this image become static image - first frame of my animated image file. WTF?! >.<

This happens, i think because of the PHP GD2 library doesnt provide any functions to handle Animated GIFs.
Any you can add them by uploading them using FTP or some other method, anyway not using the CMSs file uploader, and then you will have to link them manually too.
