how can change utf-8 charset?

Hi!
I spossible change utf-8 default charset?How??
I take data from external db. In my db, data are in utf-8. but when I print this data in my tempalte, quote, doublequote and accent word are incorrect. -

Maybe the Encoding broke by upload the .ss - Template File.
I uploaded an .html File instead and renamed it in .ss on the Server again.
