What is the purpose of _t('Controller.XXXXXX', "XXXXXX")

I have seen this syntax all over, but have no idea what it is for. Well not entirely no idea, I can tell that somehow it sets a variable to the value of a string but I would like to learn more about this and when and why I should use this sort of syntax.
