Is there a way to put SS in read-only mode? i.e. no writes to db and no file uploads allowed.

Depends what you mean by "read-only" mode. You could create a permission group that doesn't have access to the Files and Images section and then alter the "edit" permissions of your SiteTree Pages (Access tab > Who can edit this page?)
