Combine JS stops working admin panel

im using combine_files for both CSS and JS. Im forcing to load prototype before jquery, because sometimes i get problems if jquery loaded before prototype.
But this stops working my backend on production server (becuse only there are files really combined). [Buttons doesnt work]
How to define some restriction - "if NOT IN admin" -> combine files... in my mysite/Page.php ?
