Upload in Images window on CMS Page Editor form not workig

Hi
I am using SS 2.3.1 when I click on the Upload button in the Image window in the Page Editor of the CMS nothing happens. This occurs on all my 2.3.1 installsIn a prior version (can't remember which one) this button worked - unless my memory is going in my old age. Is this button no longer being used? I know I can upload images through the Files and Images tab but continuing to have this button visible confuses new administrators. Can anyone help as to whethre it should work?
