2.3.1 Admin ajax doesnt work

When i login to the admin, it loads fine, but when i click on a page, the ajax doesnt load in the right pane. The buttons up top are just text, and all the sections are not "tabified" any suggestions?
i looked in the net tab of firebug and the js files arent being loaded...
again any help please

Make sure all your files uploaded successfully and then visit admin?flush=1

yep, all files were uploaded :-/ this is happening on the clients server and my local server
once you click on a page, and refresh, it loads, so im guessing its an event listener not getting fired or something...
