Error Page not working

When a non-existent url is entered, I get in my browser the expected 404 http response but the page is not that standard "Page not found" page found under the "Site Content" tree, it is just a plain page that says "The requested page couldn't be found." which isn't even in styled HTML. What am I doing wrong?

change the URL segment of the 404 page to 404 and see. it will work I think.
