Cannot find the image editor really need help! How to install the image editor in 2.3.1

I cannot find he image editor in the cms, I click on the images tab and then an image but cannot find where the new image editor is, can anyone help?

Can no one help? I go to the images tab and click on an image then in the tutorial it said to click the image on the popup box, this does nothing for me!

Has no body got a solution, it seems I can open an image put on my older silverstripe I used I could edit the picture and this facility is gone
