Redirector page Directory::setURLParams() and emtpy CMS Main

Hi all,
I have an issue all of a sudden on a 2.2.3 install where a redirector page is coming up with the following error on the frontend site:
Fatal error: Call to undefined method Directory::setURLParams() in /home/mysite/public_html/sapphire/core/control/Director.php on line 204
If I go to admin to check this page out in the CMS, selecting the page leaf does not show anything in the right main panel. The WYSIWYG editor is there, but no tabs, and no fields. Just a grey background.
I have done a db/build and flush but nothing.
Any ideas?
