Editing member's country via security tab

Hi
I am running 2.3.2 trying to edit the members country via the security tab but although the field is available in the table and can edit it through the forum profile interface it is not available via the Security tab. I am a little confused as I thought this would be an issue for more than just me but I can't find any questions on it so apologies if this is something obvious I don't understand.Can anyone tell me what file defines the fields which are displayed ?

On 2.3.1 this is not an issue. The country field displays as it should

Try this a different way, where can I edit the fields that are displayed on the security/View User form? I know I can edit this using a member Extension but I would be interested to see the original code.
I have the forum installed on my now 2.3.3 install but no sign of the countyr field where as my 2.3.1 install does not have the forum installed. Not sure is this would have an effect but was just wondering ...

In the end I just created an entension to the DataObjectDecorator and displayed the country that way.
I would still be interested as to why it is visible in 2.3.1 but not 2.3.2/2.3.3
