WAMP install gives "CLI has encountered a problem and needs to close."

Hi,
When I follow the WAMP install steps at
http://doc.silverstripe.org/doku.php?id=installation-on-windows-wampit seems to work but the services don't start properly, instead giving Windows error "CLI has encountered a problem and needs to close. We are sorry for the inconvenience." after which clicking on the tray icon does nothing.
I don't have anything running on port 80. I'm using Win XP latest. Can anyone help/suggest anything?
