Changing language to german didn't work

I installed ss v2.3.6 this week and all went fine. Great work guys! I tried to change the language from the website to german.
I installed the modules forum and usersforms, too. After that i wanted to change the language.
What i did is to add the line "i18n::set_locale('de_DE');" and "i18n::set_default_lang('de_DE');". I did the /?flush=1 but f.e. the searchbutton is still called "Search" and not "Suchen". The forumsite is partly in german.

Did I forget to do something or in the wrong order? Or maybe did it wrong?
