v2.3.0-rc2 admin Security page load error

Hi all,
Installed v2.3.0-rc2 successfully but I can't seem to access the Security pages. Every time I click on either Administrators or New Group I get a pop-up error and a message saying "page load error". I've seen other people report this issue with no working solution for my instance. Any help greatly appreciated.
I'm running a freeBSD server with php 5.2.8, mysql 5.0.75.
Note that the php version indicates that I'm using Zend Engine v2.2.0. I saw some sites that mentiond Zend Acceleration being a problem for the Security tab of the CMS. Is this still the case?
Any help greatly appreciated.
