installation erro , help !!!!!

Hi all
I am Thuan , i from vietnam .! ^^!

why change port 80 by 3000 , when i change , wampserver is not run ?
When i install silverstripe-v2.3.0 on windows
erro

try the latest 2.3.1 (this was a bug that slipped into 2.3)
