all right. it's working
first: change apache http.conf line in <Directory.....change to AllowOverride All
restart server and its worker.

In addition to sorting out any environmental issues you have I found the follow:

Upon clean install of SS 2.3.3 the Homepage wasn't published by default.
If you logged into /admin and clicked Save & Publish on the homepage the error goes away!

The reason for this may be that the setup really didn't complete properly for some of the following reasons:
* mod_rewrite wasn't configured (and AllowOveride)
* On Mac OS X 10.6 if you had not fixed the default timezone
