After an error during installation, following up on "repairing" _config.php, checking the database settings and removing the install files

the following occurs...when accessing admin/flushing/dev build up...the error returns

Anyone have more ideas ...

had some good tips from ajshort and lexr on the irc but the methods did not repress this issue...

Hope someone has an idea...
