Installing 2.3.1: Fatal error: Call to a member function hasErrors() on a non-object

Hi I am trying to install 2.3.1 on a host that older versions of Silverstripe work on but I can't install 2.3.1 as I get the following message:
Fatal error: Call to a member function hasErrors() on a non-object in /var/www/.../sapphire/dev/install/config-form.html on line 96
Does anyone know what this means?
