No Save and publish buttons on New 2.3.1 install

I have just installed the latest version on silverstripe but once i am logged in tehre are now save and publish buttons at the bottom of teh page so i am unable to update any content.
I have uploaded a new theme as well.
Has anybody else had this issue or how i can fix this?

Have you selected one of your pages? If Site Content is still selected they won't show up.

Yes i have selected on of the pages, see attached screen shot

It looks like your whole CMS view is a wee bit broken! You may have missed uploading some of the files. I suggest you reupload the site files then refresh the cms and see if that fixes the issues
