i did short_open_tag = on

I ran into the same problem. I found the solution and posted it here: http://silverstripe.org/installing-silverstripe/show/260801#post260801
IMO, this is not a bug that should be put off until the next release. This is a typo in the installation code that needs to be fixed pronto.
