Installation problems - blank screen after unarchiving

Hi,
I'm having trouble installing SilverStripe 2.3.1. I've successfully installed it many times on WAMP & several live servers, but not on this particular host (MelbourneIT.com.au). After extracting the .tar.gz on the server and navigating to http://www.mysite.com I get the following error:
Not Found
The requested URL /usr/home/wheelo/www/htdocs/sapphire/main.php was not found on this server.The account has PHP 5.2.3 and 128Mb memory limit. It allows you to switch between PHP 4 & PHP 5, so they must be installed side by side - could this be an issue?
Navigating to http://www.mysite.com/index.php forwards to http://www.mysite.com//install.php (note the double slash), which is blank. Going to http://www.mysite.com/install.php is also a blank page.
I thought it might be an issue with .htaccess so I tried using a blank .htaccess file and this goes to http://www.mysite.com//install.php (it must go to /index.php before redirecting to //install.php).
I'm really puzzled as to what is going on here, please please help!

Turned out to be two issues: the way I extracted the .tar.gz (PHP since I didn't have shell access or a good control panel) and the 2.3.1 config-form.html issue that has been raised on the forums recently. So I extracted and transferred the individual files manually, fixed config-form.html, reuploaded and went to http://www.mysite.com/index.php and it worked.
