Migrating application from C++

Greetings,
We have an application which was built in C++ and now we are looking for a tool to migrate.
Silverstripe looks great for work, the application consists of an initial screen which shows the latest changes and important information related to the company, each user can add new features or remove them as you want and profile allows it.
I have no idea how to start in PHP can suggest for documents, websites, etc., or what was happening that I can serve.
