Just use the type 'UTF8MySQLDatabase' in the $databaseConfig of mysite.

When do I need this modules?

You just need this modules, if your server connects to mysql-database with an ISO-connection by default.

A symptom for this behaviour is, that special characters like German umlauts are not displayed correctly.
