2.3 rc4 missing some files?

Hi.
I'm not sure, but is it possible that the rc4 of 2.3 is missing the sapphire folder? I receive this error while I try to install it:
Warning: include() [function.include]: Failed opening 'sapphire/dev/install/config-form.html' for inclusion

Some files ? That is quite the understatement.. ;-)
The entire Sapphire dir seems to be missing from this one :
http://www.silverstripe.org/assets/downloads/SilverStripe-v2.3.0-rc4.tar.gz
The correct file is here :
http://www.silverstripe.org/assets/rc/silverstripe-v2.3.0-rc4.tar.gz -

since when was RC4 released? Is this a sneaky packaging of a nightly build?

http://groups.google.com/group/silverstripe-announce is the announcements list.
Any major releases will be posted on the forums / blog / IRC channel as well.
