Problem with new theme

Hello Everyone:

I am new to Silverstripe and I have a funny issue with a theme I am testing. I have copied the blackcandy theme and edited only the Page.ss and layout.css to create a new header. My problem is the when the page loads it loads cms/css/layout.css instead of /themes/tweedsmuir/css/layout.css. It also does this for topography.css but not for forms.css. Forms.css is correct. I have both the layout and topography files in the correct location.

Any idea how to fix this? I tried to rename the files to something different, but that didn't work either.

Nevermind - fixed.
