I'm eagerly anticipating 2.4 too, but looking at the roadmap (http://open.silverstripe.com/roadmap) I don't think it's going to see the light of day for a while. There's not even a target set for 2.4 alpha, let alone 2.4 stable. I'm just hoping it's sooner than later, since this is the version that's supposed to give us nicer URLs.
