Upgrade to 2.3.0 minor problem : Formaction encoding change ?

Hi,
In 2.2.x , it was possible to put a special character in your form-submit button :
e.g.
$resultAction = new FormAction("results",'>');
From 2.3.0 on , it displays the HTML-entity in the outputted HTML :
> instead of >
Can anyone confirm this behaviour ?
