I have never tried it myself but I guess it would be quite easy to do with the removeFieldFromTab function as described here: http://doc.silverstripe.org/doku.php?id=getcmsfields (the naming of the function is a bit off as you can also remove entire tabs with it according to the documentation.

I found this thread and it inspired me to do the same for my site: make a widget sidebar appear on all pages along with some simple custom designed widgets.

However, I found a few unexpected issues, the biggest being that widgets with checkbox fields and HTML fields do not save their state. It's a known bug, a patch was submitted, and yet the patch didn't work for me. This is with SS 2.4.4.
