Can I customise the welcomeMessage -- defined in /cms/javascript/GenericDataAdmin_right.js -- without hacking that js file directly? (ie. without making changes to core that will be overwritten the next time we update our SilverStripe build)

Do you mean you want to display something like "Welcome Jane Doe" or "Welcome back to our site"?
