I'd like to extend Silverstripe to send me an e-mail anytime someone posts a comment on any of my blog entries. I realize all of the entries have RSS feeds to comments, but I'd like something more global and not have to subscribe to the feed of every single blog entry.

Does this make sense? And if I want to go through with it, where would I look to find the PageComment processing script?

You can subscribe to a global RSS Feed. Subscribing a just a page would be a pain, so if you dont pass the rss feed a page id it will show all the comments - yoursite.com/PageComment/rss
