Image Alignment/Style pulldown disabled...why?

I'm migrating to Silverstripe 2.4.1, and I've created custom page templates. I'm finding that in the Image Sidebar the Alignment/Style pulldown menu is disabled...not always, however, and I'm unable to see a pattern for when it is and is not disabled. I'm sure it's just me being dense, but I'm unable to figure out why this is happening.

As a workaround, I'm manually changing the class in the HTML editor, but I don't want to tell the client that this is what he/she needs to do to set the img class in the future.

I'm banging my head against this problem too, along with trying to get the alignment settings to work at all! Did you find a solution?
