is it possible to send out email notification to members when a page is published the first time? Where is the possible entry point for this? I would assume to look into the 'save and publish' button trigger. Please advice. Thank you.

When a page gets published there will be a new entry to the SiteTree table. Use a hook with onBevoreWrite().
