After installing (using default/simple template). Looking at Userhelp >> Basic overview. The text and illustrations show a screen with four sections (Navigation Tabs / Tree Management / PageManagement / Publishing Bar). But logging into the CMS administration panel, I only see Navigation, a collapsed "Filter" area, and a list of pages (the "tree management"?). No Page Management section, no Publishing Bar section. Should I be using a different template?

The CMS doesn't have templates or themes.
What you're describing seems like the normal functionality to me.
Try clicking on a page and see if it looks more like you expect - the view in the screenshot is for editing a page, you must choose one to edit first! :)

The screenshot you're referring to also seems a little out of date; it appears to be v3.0 rather than v3.1 - not that that should make much difference at all.
