Theme in mod folder

How do I go about creating a theme inside a mod folder? And if this is possible (which most likely is) how do you give the theme a name?

I tried simply creating a templates folder and putting a Page.ss in there with $Content to see if SS would pick that up over the current theme, but it doesn't.
