adding custom code-blocks?

hi there.

can i build and add custom (HTML)blocks to the left sidebar and drag&drop them to build up my site? just like the standard blocks e.g. gallery, image, video etc.

and can i make a header-backgroundimage editable (not inside the 'standard' content box)? or would i have to use TWO content-boxes on the same page? is that possible at all?
