Out of curiousity, is it possible to create a custom sub-template folder. For example, on the HomePage.ss the default $Layout, jumps through to the Layout folder for the rest of HomePage.ss. Is it then possible to create a $HeaderLayout which jumps through to the HeaderLayout folder for the specific header for HomePage.ss?
