Hey,
I would like to know how I can force a flush sitewide on the users side and by a GET querystring or code that I could write.

You can fliush the whole site by setting ?flush=all in your url. A couple flush function exist which you can call in your php if you need to - The main one would be SSViewer::flush_template_cache() if you need to do it without a get var
