Why can't the themes have picture next to them, so people can see what they look like before installing them.

This will allow people to see what the theme looks like.

Where can I get a drop-down responsive theme, where the Theme has header and when the user scrolls down and then Navigation goes to the top of the page.

+1 for adding screenshots to themes. Unfortunately at this point there seems to be some kind of issue, and it might be that some people are not (yet) aware of the option.

You might want to take a look at one of the bootstrap themes, because bootstrap has some support for making the navbar fixed (by adding some class to it, like 'navbar-fixed-top').
