On Apache 2.4 (64b), PHP5.6.10 (64b),Windows 10,
On the Requirements page everything looks honkydory: by URL rewriting support it says OK
But after installing it says:
Friendly URLs are not working. This is most likely because a rewrite module isn't configured correctly on your site. You may need to get your web host or server administrator to do this for you:
mod_rewrite or other rewrite module is enabled on your web server
AllowOverride All is set for the directory where SilverStripe is installed

What other requirements are there for Sliverstripe?

Couple of things to check...

1) Have you made sure the .htaccess file that comes with the SilverStripe install is included? (Are you using composer to install?)

2) I remember some issues relating to apache on versions of SilverStripe before 3.1.11. See https://docs.silverstripe.org/en/3.1/getting_started/installation/windows/#troubleshooting
