mod_rewrite problem...I'm stuck!

I apologize people for asking what seems to be a problem for a lot of people here. I'm not finding a clear cut answer. I am developing a site for company and am trying to install SS into a sub-directory called devsite. I after I enter my info and press install I get a message at the bottom:

I can't tell what webserver you are running. Without Apache I can't tell if mod_rewrite is enabled.

and

I can't tell whether mod_rewrite is running. You may need to configure a rewriting rule yourself.

All other requirements are ok. So I contact my host (ipower) and they say it is enabled. I read somewhere that you can still install but it doesn't install. If I go to the url

something.com/devsite/ I'm met with a blank page.

Any help would be greatly appreciated! I'm stuck! I love SS and want to use this as opposed to using wordpress for a CMS!!!!

Could you create a phpinfo() page to check if mod_rewrite is running?
